Neighbor just had the same problem with a IH 454. I told him to check the breather. He took the cap off where you pour hydraulic oil in and started it up. Sure enough the steering started working. Since the vent is located under the seat, he's going to put the vent in the filler cap so it'll be easy to get to. You may have another problem but you can check this pretty quick .
