Hi Stuart, First suggestion is to post your problem on the IH forum as there are more IH experts over there.
So if I understand you correctly when you switch from low to high the tractor stops just like you pushed in the clutch, correct? The engine does not stall? Ben was partially correct about the switch on the dash and the switch on the clutch pedal. The switch on the clutch should have 4 wires going into it. 2 wires are the start safety switch and 2 wires are to switch the Hi/Lo into Lo to make it easier to change the transmission gears. On the older models like 584/684 this Hi/Lo feature was called a T/A (Torque Amplifier) and was manually controlled by a lever on the left of the dash like the throttle lever. The Hi/Lo switch replaces the mechanical lever and controls a solenoid in the torque tube that controls the flow of hydraulic oil to the T/A clutch.

Hi Wolfy, check TA pressure before, 125 PSI. There is a small plug on the cover, under the front transmission, check for a broken relief valve spring, large plug on the same cover, or stuck relief valve. Drain the oil and remove the cover, check O rings on pipe, remove pump and plate then check gasket under the plate. May be broken seals rings on TA shaft. Bernard le mécano Québec Canada
PS, I don't believe the 695 has the T/A hydraulic pump anymore. It was replaced by the solenoid switching a hydraulic valve. It is not a good practice to go down steep slopes with a heavy load behind tractor and the Hi/LO switch in Lo. It wrecks the friction disk that prevents the tractor from free wheeling.
