While I dont have any latest NEC thats what Ive heard from the big boys down at the pool hall. Light cheap extension cords on rugs in bedrooms is a good place for a pinch or pet chew which can casue an arcing fire (insufficient current to trip the thermal breaker) and thats some of the bedroom location requirement reasoning I believe.
Many NEC sections have come about because of a fire or a death, yet the totally electrically ignorant Billy Bobs of the world think they know more then a panel of the countrys finest true electrical experts and insist on doing it their own less safe less professional way regardless and by golly it still works so there NEC lol.
