Little history would help. Was head repaired when doing work on the tractor. Unusual for H valves to stick so I am thinking like other, old gas unless head was worked on then it may be guide problems. They need to have a reamer run through them to clean old guides or true up newly installed ones. I have seen old gasoline coat the entire intake manifold and valve area with tar. Happened on a newly overhauled 300 I did for customer. Stuck those valves really good.
