Thieves in the Houston area drove vans filled with 50 gallon drums, would park over the inground fuel tanks filler caps at night. Drop a line into the tanks and fill the drums and leave One of them would go into the store and buy something to distract the clerk while they lowered the fuel line. One group estimated to have stolen 2000 gallons from one store alone.
