The only way is to remove the tire/tube. Then it depends on the shape of the rim how deep you have to go for a repair. If the area that is rusted is just around the valve stem then you may get by with welding a washer around the valve stem hole. On a common rim like your WD has I would only repair it if the damage is not very bad. If there is a lot of damage then just replace the rim. Good used ones can be found and new ones are available for not a lot of money for a common rim like yours is.
For rare rims I have used another rim of the same size but different mounting to cut pieces of the bead area out and weld it into the rare rim.
