I believe the tractor engine is stopped by pushing the throttle lever forward as far as it can go. If this does not work the linkage may need some adjusting.
The IH 656 is a good tractor and very reliable, I have sold a few and never had any complaints. As I remember they used a German diesel which has good power and a long life. However they are sometimes a little hard to start. If it has a glow plug use it when it is first started and you are good for the rest of the day.
The shifter may give you some problems so be sure you can shift through all the gears and into reverse without any difficulty. If the shift linkage is worn out it is hard to fix. Hope this helps.
