The leak may be under the tine holders. You can remove the holder and tines as an assembly. They have a 1/2" bolt about 6 inches long that needs to be removed. Do a search for Troy Bilt parts in your area. You may need the model number of your tiller. I installed new seals on mine back in 2006.
