Here in WI, it is legal to pass in a NO PASS ZONE if the vehicle you are passing is doing less than half the posted speed limit. The article stated that it is primarily aimed at allowing people to pass farm equipment that is on the roadway. Obviously some one has complained about farmers to our legislators and they are trying to appease their constituents instead of telling them to sit down and shut up because the farmers have the right to use the roads too.
