My experience, other vehicles may be different. It's called a safety switch, prevents youngsters from accidentally getting hurt by getting their arms or even head caught in a closing window. Possible someone bumped the switch & didn't realize it. On my GM vehicles there is a rocker switch on the driver's door, disconnects the other switches. It is marked so can tell at a glance if it is set or not. Some have a picture of a window with a padlock. On SWMBO's econocar it is a push button. Push once for normal, push again for disconnect.
