On the left side of the rear of the tractor, as you stand behind it, there is a curved, vertical, handle. Put your shoulder under the lift arm and twist the handle. If it was locked, the arms should now drop. They'll drop in free fall probably so don't just let go with your leg under it. If that's not the issue then the first thing to do is a hydraulic oil and filter change. After that it'll require some more posting about what it's doing exactly and how to diagnose it.
Be a good idea to find and owners manual and the I+T shop manual too to start with. Good tractor, but as with any brand you need the right info to use it successfully.
