I have ran into that before too. The issue is the nozzle cone is correct when the air flow from the fan does not blow it flatter. Then when you put the cover on the air makes the cone not be in the igniter area and it will not stay lit.
I usually can clean the nozzle an completely clean the fuel tank, fuel filter, and check the air pump vanes out too. One of the vanes can be sticking and you will have the pressure but not the correct air flow at the nozzle. Also check the air intake hole in the air pump cover. Right behind the foam filter. If the filter has been left off then I have issue with mud dobbers plugging the hole. Had two just this week with that issue.
This seems to be an issue on heaters that run diesel fuel more than K-1. I wonder if the diesel wears the nozzle out faster??? Also sometime the nozzle is damaged by someone cleaning it with a wire. Most of them are just brass so the hole can be ruined with a wire/pick real easily.
