Has the tractor been setting for a while??? I have seen them stick after just a few weeks if the conditions are right. I tell guys to make a wooden block to put under the clutch pedal to hold it down when parked.
The best luck I have had is to jack one rear wheel up. Block the clutch pedal down. Put the tractor in the highest gear. Then rock the rear tire back and forth, Hard!!! You are wanting to jar the clutch plate lose.
It is about 50/50 on weather it will come lose. I have had to split the tractor and remove the pressure plate/clutch disk to get them free.
I do not recommend spraying anything down the starter hole. Any type of oil/penetrating or other kinds could make the clutch slip later.
That tractor was shipped from the factory with the clutch blocked down. JD had trouble with them arriving at the dealers in the crate with stuck clutches.
