jm: To get HAZMAT you have had to have a Federal back ground check since 2004-2005. Right in there.
What has changed around here is where and how you get that done. Used to be that the Dubuque Sheriff's department could do the finger printing and such. They now don't do it. You have to go to the Quad cities or Cedar Rapids.
Then the real fun was the fact that your back ground check and CDL are not in step. I got my HAZMAT and the back ground check is good for five years. I only had two years on my CDL until it needed renewed. Guess what??? I had to do the back ground check all over again.
