Single acting cylinders were common in the old days.
The tractor extends the cyclinder out, and gravity will bring the cylinder back down. The oil comes back through the same line. In the old days the oil could flow back freely. Now adays the oil gets pushed through a relief valve on your tractor. So e tractors have a screw or lever to turn to bypass the relief valve a d make single acting cylinder work easier.
It is possible to use a regular 2 way cylinder as a one way. You put a breather (a mini filter to keep dirt out) on the one plug of the cylinder.
It is also possible you are just missing one hose, if gravity doesn't work to bring your cement mixer back down? Would have to see the design of it.
