I've worn both and liked both. It depends on the boot I think. Good fitting boots just feel better whether high or low heel.
As far as rolling your ankle, I have "chronically unstable ankles". That means mine roll at the slightest provocation, and yes, it hurts just as bad as the first time! The heel doesn't seem to make a difference to me as far as having them roll, but if you roll it the higher heel really does a bad job and really bungs them up.
