Back in the early 1980's, I spent five years as Buildings and Grounds Supervisor for a fair sized local public school.
During a snow, the Superintendent would simply stay home, maybe even lay in bed, and listen to the radio. When he heard on the radio what the surrounding schools were doing, he'd make the call for ours. He was a dork anyway. He was an alcoholic, the town drunk if you will, and just hanging on till he could retire. And the School Board didn't have the guts to do anything about him for fear he'd sue them.
It was exasperating. For the typical 3 or 4 inch snow, it was expected that snow removal would be done by the time school started. So, my crew and I would get out at 3am and start moving snow. Then at 6am we'd find out school had been called off and we'd have all day to fool with it.
