This spicket is where you use a can of starting fluid (Ethier) to esist in cold weather starting, the cap supposed to thread off and should be retained by a chain so you dont loose it. You remove the spray nozzle from the can and push the stem of it up into tha spicket to inject ethier into the intake manifold of the engine. It is inportant to install the cap back on the spicket so the engine does't suck dirt into the intake system.
