It is not an open center system. It is a Demand pressure system. There is a very small pressure (control pressure) in the system when the levers are in the neutral position. The pilot valve/regulator has a orifice and screen in it that often plugs up (especially the screen) and causes periodic or continuous pressure to be applied. The on line parts diagrams detail the location. (in the valve body in the first segment of the stack of valves) 99% probable cause. Some had a small orifice drilling. It can be taken to .040" IIRC to assist with controlling the pulsing. Jim
