Yup, if you're running the engine at wide-open, try 1/2 throttle or even an idle.
Also get a feel for the controls. You can "feather" the handles and get the loader to move very slowly.
Most people want their loader to move faster.
If none of the above suggestions are acceptable, put flow restrictors in the hydraulic lines. Be warned, this will slow down the loader ALL the time, not just when you want it to move slow. It will drive you crazy if you're doing a lot of scooping, waiting for the loader to go up and down.
