The wheat for grain is the first insured crop. As long as he has had it appraised and stated his intentions to bale there should be no problems with 1st/2nd crop. Baling is considered "destroying" the first insured crop and there is no difference if baled, grazed, disked or no tilled into.
The baling/grazing becomes an issue in Prevent plant cases, not production losses.
