I think it depends on how much the dogs were suffering and if there was "intentional" neglect involved. A similar event happened in my town this winter (Otsego County NY). Also here in northern Michigan. "Abuse" is a relative term and does not mean the same thing to all. God help you when you've got any living creatures out in public view! I got "busted" a few years ago for running a farm tractor while by little kid was in a playpen (within my view). I was wearing headphones to listen to his baby monitor. Some fine neighbor drove by and then reported me to Social Services for "child abuse."
