Our home owners regulations state the your floodlights/spotlights can not shine on an adjoining property. I would think that the same rule should apply to a business. In most cases, it's just a matter of positioning the lights during the dark to make sure they are properly adjusted.

My guess would be that the lights were adjusted during daylight hours instead of in the dark. I would call the business place; they may be willing to get them adjusted in the dark.
