I had the same problem. I made a thicker rubber washer and made the middle hole a little bit smaller then the stem bolt Small enough that it was a force fit on the stem bolt. Then cap that off with your steel washer. The old washer looked like it had been cobbled from an old inner tube and was leaking real bad at the stem. So it's very important that the rubber washer fits very snugly on the stem bolt. Worked for me. Sealed up everything there nice and tidy. HTH
Here is how she looked when I first got her home. Reservoir was bone dry, no filter, and disabled. (not working)
