Sounds like the frame is insufficient to handle the weight. Yes, you can reinforce it with angle, but not with the angle on it's side. The best way would involve removing the fenders and the spring mounting hardware, then welding angle with the flange up, to the bottom of the frame, and reattaching the spring hardware to the bottom of the angle. The angle would need to be as wide as the bottom of the existing frame. The longer, the better.
But... A couple of things to consider.
One, by welding the angle over the existing frame, it will create a water trap between the frame and angle, something to consider if you live in a salt use area.
Two, will this solve the problem or just move it to the next weakest link? How's the rest of the trailer? What about the axles, wheels, tires? Would you be better off using the time and money upgrading to a larger trailer?
