Since a '96 is 18 years old, it is likely that the rotors have been replaced a time or two in the life of the truck. I have found that some of the rotors from the "land of almost right" do not stay true even after turning them. Other factors also can come into play such as heat. Even the best brakes can get overheated for any number of reasons....... heavy loading/braking, high ambient temperatures, a lot of stopping as in city/urban driving. A good set of OEM rotors might solve the problem, but they may be a bit pricey - at least more so than aftermarket rotors.
