1963? That was probably made before safety interlocks were common in vehicles. By the late 1960's they were common.
Dad had a 1966 pickup that came with mandatory seat belts. I don't remember if it had a safety switch on the clutch or not. In winter everything started easier with the clutch in, so that was just done automatically out of habit.
