Find out if you are a member of any association or organization that has a deal with any rental car companies. Last year I had to drive from North Central Iowa to Kalamazoo Michigan for my Daughter's College graduation. I had three choices 1- spend $ to fix the A/c in the Pick-up and spend more $ for gas for the trip, 2- take the truck without A/C (it was June) or 3- rent a car. I choose #3 and used Enterprise Rent-A -Car. As a former Military member I have my car insurance through USAA. USAA has a deal with Enterprise The rental and the gas for the rental was about the same as truck gas, okay I was about $20 dollars over budget because they gave me a Chrysler 200 instead of the little cra9 box I asked for. Anyway because of my USAA membership there was a lot of stuff waived as far as fees and rules, IIRC I could of left a cash instead of a credit/debt card deposit in the amount of my insurance deductible + $100 or something like that. Something to do about Enterprise knowing what my car insurance will cover so all they needed covered was my deductible and a tank of gas.
