Choke it until it pops. All updraft carburetors will have gas running out the intake if it doesn't fire in about two revs. gas running out doesn't mean that it is blocked or flooded.
when I choke it gas runs out the intake of the carb{because I have the hose off to the breather} in several seconds and flame will occur quickly but goes out so I shut the choke. it has popped on several occasions but nothing else. even after all this I pull the plugs and theres no sign or smell of gas even getting to them
Flame at the carb is surely a timing issue of valves way to tight.
Check all timing again!
