Goose, I recently totaled my F150 hitting a member of your population segment. Here, that same segment routinely ignores red lights, hence our meeting in the intersection. In this case the guy had no insurance, of course, but he still had a temporary dealer tag taped inside his rear window. Since insurance is required in Louisiana, how'd he do that? Also, this was a relatively nice car, so I'm assuming he was making payments on it. I was under the assumption that whoever is holding the note would make sure their asset is insured.
Here I think the system has given up on trying to make the population segment behave responsibly. Only those who feel compelled to obey the law--either through fear or moral imperative, or both, plus a perceived necessity to protect themselves financially--buy and maintain insurance. For the others, it has no more significance than a red light.
