There could be all sorts of current paths where a wire may read "continuity" to ground perhaps via light bulb elements or fuel gauge sending units. A more accurate measurement may be the actual ohms of resistance to ground. Id venture a guess some of the "continuity" readings may actually be several ohms if the current path to ground has light bulb elements or other loads which operate if 12 volts were applied to that wire in question. Hard to say sitting here with no diagrams or any idea of the circuits in question SO NO WARRANTY WHATSOEVER..
