Do you have a 12 volt system? The by-pass wiring could be the problem. It is supposed to provide full battery voltage when the starter is operating and allow the resistor to function when the engine is running. The resisted voltage when running helps the points to not get pitted & damaged as they would with full 12+ volts without the primary ignition resistor.
