I'd say it's the companies responsibility to control what happens on their web sites. That said, if all these companies would stop spending so much money on doing these promotions and instead just give a little better price to everyone, it seems like it would make them a lot more money in the end because then EVERYBODY would get the 'best deal', not just a select few.
