I have a friend that worked for the local co-op delivering propane. He told me that if they had problems with the larger 500 gallon tanks people had in their yards that he'd take an aluminum pan (like the throw away ones you can bake in) fill it about half full of charcoal and light it like you would your barbeque grill, after the flames had died down and the charcoal was gray and giving off heat he'd slide the pan under the tank. The little bit of heat given off from the charcoal would be enough to warm the propane and cause it to vaporize.
