I would suspect that you have a charge check/relief valve hanging up in the bore or simply failed completely. Either case would allows the loop oil on the high side to drain into the charge gallery instead of building pressure. There are four of these valves, one for each side of both loops. You can test them by swapping them around and see if the problem moves to the other side and/or other direction.
