Yours should still have the cut-out. Ground the field on the gen when its running. If that makes it charge the cut-out is bad if it doesent charge the gen is bad. Make sure all componets have ground you should still have pos ground as thats the way it left the factory but after all these yrs hard to tell just what has been changed as you never know what former owner has done.
