Yeah, if you live in a wet climate I'd keep the tank full. Maybe drain it once a year and refill with fresh, use the old in something that gets used a lot. Leave the coolant in too, that will prevent rust. if you are afraid of it sticking it would not hurt anything to squirt some light oil in the cylinders. You can block up the tires if you want but almost nobody does anymore.
