I think an improvement in the economy in some places has happened but the "improvement" isn't what it used to be. Spending doesn't necessarily mean improvement. Some things are bought because of a need. I think there is a lot that could be classed as "priority spending", as in eating out, getting the latest phone, new computer etc. More improvement in technology means more is spend on technology. The flow of dollars just means dollars are being spent. Things that are hidden like health care costs a person has to make adjustments to get by. With some wages out of touch with inflation, manufacturing out of the country, the word improvement has changed in some respects....
