Maybe you fellers ain't selling as much to China? Most of your scrap being used in your own country?
Ironically, as of a few years ago our timber harvesters were selling everything they cut to Canadian buyers. Even after trucking costs, they were making more money hauling timber to Canada. Don't know if that still holds true at the present, though.
