For those of us who know that area, the lake effect can cause whiteouts at any moment. I've been on I-94 there during a dry cloudy day with good visibility and posted speed (70) is not a problem and then you crest a hill or come around a curve and there's a whiteout in front of you. It's like walking a tightrope to slow down while watching for trouble ahead AND behind you. It's no different than the fog pileups in California. However, looking at the road where the guy took the video, it's obvious that road conditions were NOT clear at that time and drastically reduced speeds were in order. My guess as a Michigan driver would be that 35-45 mph , maybe 50 would be what I'd be driving there without traffic ahead of me. With traffic next to me or ahead of me, it'd be whatever was safe.
Also, you can see one semi towards the end that DID stop in time. Wonder if others behind him were able to stop as well.
