Yes they can jump a fence easily. I was losing baby goats so I put an electric fence on top an on the bottom outside. That slowed them down till they figured out they had to jump the fence clear of the wire. Previously they would climb the fence.
I got a Pyrenese and have no losses for several years now. I recently started free ranging a few hens just to see if it would work out. It has so far. No losses.
