I grew up as one of nine kids in a one bathroom house. Too long a shower would get you a cold glass of ice water over the top of the shower curtain. Caused a few choice words and arguments. Payback was usually the same treatment whether it was deserved or not so the tactic had its immediate desired affect but since it had the long term flaw it was used sparingly.
