The Delco regulators should be marked with a part #. GOOGLE it and often you will find application and voltage data. Or, if you have a variable DC power supply you should be able to connect it to the chassis of the reg and the "ARM" or "GEN" terminal and observe at what voltage the cutout points pull in... Likely either about 7 or 14 Volts.
As for as ignition condensers, they are rated likely in the 400 to 600 Volt range, whether they originally were intended for wither a 6 Volt or a 12 Volt system.
What determines their application is their CAPACITY vs. the capacity required for a specific ignition system. Capacity can be determined with a capacitor checker or many modern DVM's have a mfd test capability.
Once you know the capacity value, you can match it up against info can be found in service manuals, or in various ignition parts catalogs.
