jCarroll- After re-reading your original post, I am assuming you may be talking about the water level in the quart jars losing 1/3 of their volume. I thought you were talking about the pressure canner losing 1/3 of it's volume of water you added to pressure can the beans.
If this is the case.... Temperatures were too high for too long which can cause the jars to 'burp' losing water. Somehow, pressure was released too rapidly which can cause the jars to 'burp' and lose liquid
BTW, I'm sure your beans will be fine but, I would only warm them up to eat. I wouldn't try to finish cooking them too long because you have already cooked them in your canner.
