Cav-Roosa-or bosch rotary pumps with electric shut off are kind of strange. If you dont have a full 12 volts BEFORE you roll them over they will not let fuel to the high pressure side. If I have one on the test bench and kill the power while spinning to check the shut off,, It will not make fuel again until it comes to a complete stop. Check your power supply with a jumper wire. I rebuilt a DPA off a JCB a few weeks ago and it had a two wire shut off so make sure you also have a good ground. If it does not come alive you will need to get it off and have someone look at it.
