Fall is the time to do it. How much it helps drainage depends on how permeable the soil is below the subsoiling depth. If the soil is too tight below the tillage depth or if there is no drainage tile you are not going to gain drainage by subsoiling. I subsoiled a wet hole that had tile under it and the next summer after a heavy rain the resulting pond in that hole did go down somewhat quicker. Some crop still drowned out but not as much. In another field with tight black soil and very little working drainage tile subsoiling does no good for getting rid of water.
