If the farmer actually demanded a price instead of taking what's offered that would be a valid statement. But it's not the way it happens.
The big problem here is that the farmer wants to maximize profits and productivity. Then along comes a chemical company that says "look at this, it's great and safe". So in light of that drive for profit the farmer takes the chemical company (also motivated for profit) at it's word. Then add in the politicians that can be bought off or scared into going along (no politician with any hope of reelection wants to be blamed for high food prices) and it's all motivated from greed.
