It seems like the most effective way is to have done at the point of sale (retailer-dealer). I am not for all kinds of regulations but I do not want a loved one killed in a plane crash because of some dipstick that wanted to play chicken with it using his drone. I think drones are man's technology getting ahead of his common sense in a lot of cases. I hear of guys who think they are going to fix their neighbor's tail in a dispute by dropping a Molotov cocktail on their barn. There was a farmer years ago in this area that was suspected in a few arsons involving his own property for insurance and a couple of neighbors to force a sale. A drone would have been this guy's dream come true. True, regulations can't fix stupid but we are talking about something about something more serious than straying 10 feet out of one's backyard with a kite.
