My wife's car,'99 Monte Carlo,did something like that,and it was the transmission-the converter was trying to lock up when sitting at a stop light.It also would shudder at times on a hill at higher speeds.It was not every time,but got worse.We had to replace the transmission. The cause of the converter lock failing was frequent downshifts on the hilly highway we had to drive,so the converter took a lot of abuse.If you tow,don't use overdrive.The way to check this out is to drive with a scan tool hooked up and observe converter slippage.This probably won't make a fault code but you should check codes anyway.Mark
