Somehow, I think somebody is going about this the wrong way. My girlfriend had a similar problem. Somehow, is was decided early on that the home was a trailer. Even though it was a double wide on a lot with permanent anchoring, water, sewer, and electric connected. The bank made a host of excuses about not mortgaging mobile homes AFTER they had already issued a mortgage on the home and property. This came up during refinancing. Bank decided home was a motor vehicle and that the title was not clear. Penndot refused to reissue the title. After retaining a useless attorney, it was finally decided that the home was no longer a motor vehicle because it was permanently attached to the land - hence no title. The deed was recorded as a HOUSE, and financing (refinancing) was finally approved.
I don't know if the real estate laws are the same or similar where you are, but I would suspect that if the deed were to reflect that the home is permanently attached to the land, the problem might be resolved.
